Removing a whole relay, or multiple whole relay, just to moderate a bot which behaves in a very predictable way doesn't seem good.
Of course, relays should filter against this bot, including for their own sake (it's a waste of space and doesn't help their mission), but clients should be able to filter out such a predictable behavior.
