ACPI is supposed to be a standard interface to enable all operating systems to achieve a minimum level of functionality on any given hardware (assuming all of them support ACPI)
in practice it's an ugly evil mess that nobody implements properly because Microsoft designed it and as per internal emails "we need to make sure this only works with Windows, we can't just put all this work in and then have people run Linux or some shit"
