Tor does mention in their FAQ/documentation that they do not provide adequate/sufficient protection against global observers (in part due to timing). Anyone willing to pay for access to the datasets can be a global observerp.
That being said, server-centric schema is again one of the weakpoints here. It is a gratuitous single point of failure without any real justification for its existence. It is very likely that it was that way for profit-seeking reasons.
