Its an interesting Q.; looking at Germany's Mittlestand firms you might expect these smaller EU-based tech firms to be more agile & responsive than US Big Tech.... the difficulty is (partly) about first mover advantage in setting up the environment in which these firms operate that the US firms benefitted from & partly the way the US plays economics on the basis of 'do as we say (economically) not as we do'.... for instance, the role of US military procurement qua state aid...
