Because you’re subtracting out the starting value.

Consider the case where the price hasn’t changed at all:

(Final / initial - 1) * 100

= (X / X - 1) * 100

= (1 - 1) * 100

= (0) * 100

= 0%

This is what we expect. If it’s the same price, then there’s a 0% change.
