One more thing .... the 902-928 band is one of the few relatively low frequency bands that support "Unlicensed Operation" ... the frequency position of the band has massive impacts on what range of operation can be achieved and any attempt to move unlicensed operation to higher frequency unlicensed spectrum would dramatically limit innovation ... the fact that devices can be designed for unlicensed operation has been a trigger for huge amounts of innovation with significant impacts on the GDP of the world ... if something to change that can ever go through one would have to question the motivation of the FCC ...
